The State Board of Accounts released its preliminary special investigation report Tuesday afternoon after examining documents and conducting interviews related to the operations of the Clinton County Sheriff’s Office. The investigation began in January of this year after the Indiana State Board of Accounts received a complaint regarding Clinton County Sheriff Richard Kelly’s use of jail commissary funds.

The SBOA investigation examined associated financial records dating from Jan. 1, 2018 through Sept. 30, 2021 and also looked at official documents related to the business organization and bank statements for Leonne, LLC dated from Nov. 27, 2018 through Sept. 30, 2021. Leonne is an Indiana-based limited liability company established on Nov. 27, 2019, roughly two months before Sheriff Rich Kelly took office. It is owned and operated by its two members, Rich Kelly and his wife, Ashley Kelly. Ashley Kelly serves as the full-time jail matron since being appointed to the position by Sheriff Kelly.
